On top of Arnett's comments, Netflix chief content officer Ted Sarandos has also recently confirmed "It’s just a matter of when". Which is great news. I know there were a lot of negative comments about Season 4 but for me it was a very interesting experiment that I found worked a lot more than it didn't. Some of the individual episodes were hysterical, especially Arnett's.
It looks like the plan for Season 5 will be to have all the cast back together again though, which is likely the main problem holding up production. Jason Bateman has himself a pretty decent movie career, Arnett is starring in US comedy The Millers, Tony Hale is in Veep and Jeffrey Tambor is busy filming the new Amazon series Transparent.
My guess would be that filming couldn't begin until the 2015 Summer hiatus, and that's assuming that Mitch Hurwitz has the story locked down by then. So the earliest we could see Season 5 would likely be mid 2016.
But I'm happy to wait. More Arrested Development is always welcome.
